Joke? I would have termed it more of an attempt at witticism and I suspect Kerry was not on top of the speech to begin with. It was most likely contrived by someone else. He has some personal philosophies that conflict with or maybe subconciously collided with the content. Kerry: "I am convinced a volunteer army would be an army of the poor and the black and the brown ... We must not repeat the travesty of the inequities present during Vietnam. I also fear having a professional army that views the perpetuation of war crimes as simply 'doing its job.'"
