Why not? The cells aren't that difficult to make. Heck, did made some when I was in high school. The silicon purity doesn't need to be as high as needed for ICs, and even those wafers aren't all that expensive. 200mm wafers sell for $50 each and they are manufactured to a higher standard than needed for solar cells. If thin films are used, then the silicon costs get even lower. And the support circuitry isn't all that much either.
