You seem confused.

The article was about the Communist government of VIETNAM, charging Democracy activists (including *three* US citizens) as 'terrorists' --- a kinda universally acceptable charge that some Authoritarian governments can make now, anytime they want to crack-down on anyone who opposes their dictatorial rule.

(And, since the ONLY nations mentioned in the article were 1) Vietnam and 2) the U.S. of A., I *assume* that neither one is paying any 'terrorists' '$25K' for any reason. Unless, perhaps, you know something I don't about what either Vietnam or the US are up do in regard to this?)
