The story I heard about the current debate concerning whether GWB is the "worst" or just "worst of the two-termers" was on NPR earlier this week. Sorry I can't provide a link. I've seen nothing to show that there is any sort of consensus among historians that either is the case. I doubt there is any such consensus. If there is its just more support for what I said before -- Historians are no more free of partisan bias than other groups. Even when listening to their statements about history, that fact is sometimes relevant. Its much more relevant when they make statements about current events and political figures.
