Well, I believe that at first, he was thnking that since it was a joke about President Bush, there was no apology necessary. Why apologize for making a crack about Bush? Later, when it became clear that the other interpretation was widespread and that a lot of servicemen and their families had been offended, he decided to apologize.

Of course, I'm only offering my guess at Kerry's thinking, since of course neither I nor anyone else on this thread has any way of knowing his inner thoughts.

Your second, rhetorical question is just based on an assumption borne out of your dislike for Kerry.
