Why apologize for making a crack about Bush? Later, when it became clear that the other interpretation was widespread and that a lot of servicemen and their families had been offended, he decided to apologize. Of course, I'm only offering my guess at Kerry's thinking, since of course neither I nor anyone else on this thread has any way of knowing his inner thoughts.
