I think the 2nd half should be read in the context of the first half. I certainly would not apologize for intending something that I hadn't intended. I would, if I had said something offensive that I had not intended to say. Is this the most important issue before us today? I really think not. I think not as well. But only one issue can be most important, and only a very few can be candidates for the most important. I don't really think anyone is saying this is the most important issue today, or how pointing out that it isn't is interesting or important.
