And there are two reasons for monitoring the situation until a later time. 1) You can catch more people who are inclined to be dangerous. 2) Unless you change the rules regarding what is actual evidence, you can't make a case and run the risk of letting someone who actually is dangerous, loose along with the nit wits who aren't.
