Since the paragraph you extracted contains two dates, then uses the phrase "at that time" without specifying which one they refer to, I can see how you became confused. The way I read the article, considering the context of the paragraph I quoted above, which precedes the one you quoted, the documents in question refer to the nuclear research before 1991. Notice how I'm not calling you a liar. I'm just assuming you made a mistake. - Allen
