No, you didn't say 1991. The Times did.

You highlighted the words "and in 2002", either intentionally or unintentionally omitting the words "in the 1990's" that immediately preceded them.

Since the paragraph you extracted contains two dates, then uses the phrase "at that time" without specifying which one they refer to, I can see how you became confused.

The way I read the article, considering the context of the paragraph I quoted above, which precedes the one you quoted, the documents in question refer to the nuclear research before 1991.

Notice how I'm not calling you a liar. I'm just assuming you made a mistake.
