That surprises me. I didn't study the entire PDF (maybe tomorrow...), but it doesn't fit with other things I've read about the military in general. Perhaps it is true the Marines' enlisted corps have less college education than other services, but I'd have to spend more time researching it than I care to. Even so, using that data, more then 90% have a high school education, which ain't shabby. And they're still better people on whole than slugs.

.38% is "some college" but no degree (even an Associates) total with any college education is 3.24%, which is still lower than I expected, but a lot more than .38%. Also "unknown" is almost 5 and a half percent. Which in effect makes the figures rather imprecise, despite the precision implied by going to hundredths of a percent. Instead of .38% you have 3.24% to 8.68%.

Also it appears that either the data at your link is false or that enlisted Marines have far less post-secondary education than the rest of the military.

For 1999 even the "four years or less" over 50% of the enlisted service members had one year or more of college, and there is a decided up trend from previous years. The data is a bit old, but it is for all forces, and there has been no collapse since then, there may have been an increase.

Data on the Air Force is easiest to find (I think they have the highest level of education so they trumpet it the most), and they also focus more on their officers (who have a high level of formal education). I'll see if I can find other sources for Marines.
