They can use some of their final product (oil)

There's a hitch to that. The "crude" that comes out of the oil sands needs to be processed further before it's useful for anything. A lot of that work is done in upgraders and refineries that are far from the oil sands. Heck, to even be able to pipe that "crude" they mix the stuff with lighter oils so that the mix will be able to flow through the pipelines to the upgraders!

But yeah, natural gas is by no means the only way to produce steam. There has been some talk of alternatives, including a nuke plant -- which is unlikely, but I wouldn't rule it out since the oil sands are pretty far from any major metropolitan area.
