Congress passed a bill to set up a Web site and hurry-up and post all kinds of Saddam-era Iraqi documents that the US had seized... but perhaps not examined all closely yet.

(The 'idea' was that it might help people to 'believe' the WMD claims the US made pre-war. Or, at least, that's what the Bill's sponsors were quoted as saying at the time of passage.)

Hand-written notes (from pre-Desert Storm, 1991 or earlier documents) in Arabic from Saddam's chief nuclear scientist turned up, containing how-to-plans for nuclear bomb-building.

Which are now all 'out there' in the 'wild'... having been downloaded all over the world.
