Bill Keitel's answer would be that it is inappropriate to buy if there are major pending events. It only becomes appropriate, according to Keitel, when the major matter matter is disclosed. That's what he said and that's why I infer that there may be a major event pending because Keitel mentioned that Q4 buybacks were diminished and because there were no positive, major events announced in Q4.
