Sounds like more of a typical grid problem though...
a lot like the one that happened here in the east
a couple or so summers ago (2004?) when some part
of the grid...in the midwest went haywire and it blew
back east into NY state, and up the up here into Ontario
as the grids are so connected (as in Europe).
Same results as seen in Europe, only that one took a
lot longer to get all sorted out .. as I recall, it was
maybe more than day or maybe even two days.

We had a friend up visiting from the southwest states when it happened.
We're on well water here and have no generator, so when
the power cut out, we were left without water.
Friend comes in and says, "Okay, what do we do for a toilet now?"
I say, "Well, ya got me on that. Not like this happens every day."
Then I look at the window and say, "There's about 60 acres of woods
and fields back there, so I guess you can go do some fertilizing."

Not sure if he was too amused. ;o)
