Part of it. Add to that Saddam's history of invading neighbors, repressing his people (more violently than say the Saudi princes), creating and using WMD, violating the cease fire agreement, apparent connection to an assassination plot against Bush I (after he had left office), etc. Taken all together the situation is quite different than with the Saudi princes.
