In other words, it appears that Thorium Power Inc. merged into Novastar Resources with the final outcome of Thorium Power, Ltd (using the former incorporation capital structure of Novastar Resources). In any case, copy and paste the immediate below web address and it will take you to the Nevada webpage page showing Thorium Power Ltd with the file date of 2/2/99. So what is the natal date for you, the actual merger date or original file date of the official capital structure after the dust had cleared?
