Wouldn't an event like Saddam’s execution be an opportune time to move ahead -- kind of like burning the Branch Davidians compound in Waco coinciding with the Rodney King verdict.

Nope, Carter should have gone after iran, and then George Bush could have raised US prestige in the area by smashing Iran's ability to make war through other countries. You will notice the Icy silence on iran's war preparations by the butt boys at the UN. As long as the graft is flowing they don't make a noise.
