Clinton moved more toward the center after his liberal agenda in the first two years fell apart. The GOP Congress took the initiative in budget-cutting, but neglected to keep one step ahead of the smooth-talking Clinton who stole the credit.

Like I said before, as a whole the federal budget never went down YoY. But the military part of the budget did. What does that tell you? That in other areas, cuts in some programs were more than offset by increases in other related programs.
