Report: Palestinian women victims of violence (domestic violence)

RAMALLAH, West Bank - A new report presents an alarming picture of the abuse of women in the Palestinian territories, with police, courts and government agencies failing to treat violence such as rape and beatings as a crime.

Human Rights Watch cited practices such as rape victims being forced to marry assailants and light sentences for men who kill female relatives suspected of adultery. In a report released Tuesday, the rights group said families, tribal leaders and authorities, backed by tradition and discriminatory laws, often sacrifice victims’ interests for “family honor.”

And the problem is getting worse with growing poverty and lawlessness in the West Bank and Gaza Strip, the New York-based group said.

The report comes about a year after a Palestinian Central Bureau of Statistics survey of more than 4,000 households found 23 percent of women said they experienced domestic violence, but only 1 percent had filed a complaint. Two-thirds said they were subjected to psychological abuse at home.

Leaders urged to press for change

Human Rights Watch urged the Palestinian president, parliament and government ministries to make protection of women a top priority. It said more can be done despite the conflict with Israel and the cash crisis in the Palestinian Authority brought on by the rise to power of the Islamic militant group Hamas....

Jordanian father and son charged in 'honor killing' of 17-year-old girl

AMMAN, Jordan: Jordan's prosecutor charged a father with murdering his 17-year-old daughter by electrocuting her, a court official said Tuesday, describing the 16th honor crime investigated this year by authorities in this conservative society.

The man's 15-year-old son was also charged in the incident that occurred Friday in Amman, the Jordanian capital.

Most families expect daughters to remain virgins until they are married and some believe girls who mix with men who are not relatives bring dishonor to the family.

The men repeatedly hit the girl on the head with a club, then administered an electrical current to her after she ignored her father's orders not to leave their home, a court official said on condition of anonymity because he is not authorized to give statements to the media.

The 44-year-old man and his son surrendered to officials. They confessed to having hit the girl several times then shocking her to ensure that she had died, claiming they killed her to protect the family's honor. Investigators did not say whether they had determined if the girl died as a result of the beating or use of electricity.

Authorities are withholding the names of the victim and the suspects.

Under orders from Jordan's King Abdullah II, the state scrapped lenient six-month penalties for men who commit honor killings, replacing them with prison terms of up to 15 years.

Convicted minors face incarcerating at a juvenile detention center.

But government efforts to introduce harsher laws have been blocked by a conservative, tribal-dominated parliament that regards the tougher penalties as encouraging women to engage in illicit behavior.
