In general yes, but the specific are important.

Nukes aren't the same as handguns.

Also while in a sense any sovereign nation has a right even to nukes, the interests of the US, and the world, might be in stopping them from exercising that right. The world doesn't have a government to enforce peace and protect rights. In a sense its an anarchy. If a country makes itself a threat other countries have to deal with it, they can't call the cops to sort the situation out.
