Some of the Euro nations did buy off Barbary pirates for a century or so.

You could look at it from an "annoyance" factor. I used to contract out buying cabinets from cabinet makers and pay for materials for them. I knew they would steal from me, but figured that the stealing would be less than the annoyance to me of keeping a close check on them. If the stealing got too high, I would quit using them.

Worked out fine. I would have to get rid of a builder about once a year when he couldn't control himself. But I didn't have to waste my time trying to keep him honest. They would usually last about a year and a half before they got too greedy. I never could find one who wouldn't steal.

So I guess I was "appeasing" them. The cost of catching them was higher than the amount they were stealing.
