I agree. I also think Keitel is his own understated way, wanted to send a strong, positive message but I freely admit I could be dead wrong. We'll see. HF

Um ... I think one (important) factor is :

If QCOM management leaves the share buy-back parameters as :

We'll do whatever we want, (almost) whenever we want, with between $0 and $2 billion,

then ...

If and when there is an "air pocket" in the share price of QCOM (possibly due to a "coordinated attack") (used to be called a "bear raid" in the 1920s, I believe),

Then, QCOM can always take advantage of the "gift" of a stupidly low share price.

Plus -- maybe help "run into the ground" some enemies of Qualcommm,

All without any "appearance of impropriety."
