Clinton only submitted budgeted that he figured had a chance to pass as well. He anticipated that Newt would cave and unfortunately he was right. Newt misread the politics of the fight, and got in to a fight he couldn't win. Its unfortunate that he couldn't win, but it would have been better to have selected more politically defensible ground rather than handing Clinton the victory, while at the same time failing to get any serious benefit in terms of additional restraint on spending.
