Equally significant is the fact that the licensee only wants to develop CDMA devices (i.e only wants access to half of QC's IPR), yet they are prepared to pay the standard royalty rate. This goes contrasts with Nokia's position that since they want access to only half of QC's IPR, they should pay half the going rate.
