It would still be a conspiracy theory by the definition of that term, but not in terms of the connotations that usually go along with the term.

It would be a theory. That doesn't mean its questionable, Relativity and Evolution are theories. It would obviously be about a conspiracy (even if its not a very well hidden one).

Of course using the term to paint people pointing out plausible, or even firmly established conspiracies with the same brush as the "Bush caused 9/11" and "the CIA shot JFK" people is hardly reasonable.
