Spend less.

You don't even have to make nominal dollar cuts, probably not even cuts in inflation adjusted per capita dollars spent. Just allow spending to go up by the combination of inflation and the increase in the population, but no more, and the deficit will start to shrink. Eventually it will disappear. Not a politically easy choice, but if your limiting yourself to politically easy choices then the only choice is likely to be continued deficits.
