No. You're right on the mark. John Rivera is naturally just a little 'exuberently euphoric' at this stage of the game, and, as I suspected, he is not a person experienced in power plant design. Fortunately, he has acquired some very competent help.

The process and product is ready to go. The power plants they intend to build locally are also well into the design and permitting stages. After a conversation with USSE's consultants, it is clear that they are starting small (40MW) and then developing. And, they are starting with Simple Cycle and will then be converting to Combined Cycle as the first phase of the plant is completed. "..Whadditellya, ..whadditellya.......

Lift off seems imminent, and the engineers (..who were somewhat skeptical at first, also..) are now totally onboard and moving forward with great vigor. I like that.
