The distinction is not between "short run" and "temporary", its that one of the benefits (and not the only benefit) of the tax cut was anticipated to be short term, while the cut itself was not planned as being temporary. It has long term benefits in addition to the short run stimulus.

As for "the party of big government", that appropriately applies to both parties right now. Hopefully the Republicans defeat will change that. The Democrats are likely to always be the party of big government, but its possible they could serve the cause of limited government by defeating the Republicans when they move decisively away from that idea as they have in recent years.
