They need 51 to control the Senate agenda and every committee and subcommittee chairmanship. The majority of 1 decides the makeup of the subcommittees and committees. That means how many minority members are on each subcommittee or committee. That majority of 1 gives the majority the opportunity to bulldoze the minority.

The majority of 1 decides what bills get to the committees, subcommittees, through the subcommittees and committees, and to the floor of the Senate. The chairman of the subcommittee's and committees may decide when it is appropriate to tell the minority members when something is happening. That's the whole ball game.

That is why Senator Lieberman is the most powerful Democrat in the Senate today.
