Sure he did on the wiretapping issue. The administration has had contempt for the concept of accountability.

President Bush has never placed himself above accountability, unlike his predecessor.

Accountability becomes kind of abstract and irrelevant when the basis for that accountability is "...just a goddamned piece of paper!" as Bush is quoted as saying of the constitution.
