I have been messaging back and forth to my Conservative rep, and the Conservatives are willing to bet their government on this move. It is wildly popular with the militant left, and hugely unpopular with the people who vote conservative. I think Harper is trying to make enough friends to win the next election. He has however lost the moderate conservatives who funded his last attempt. Anyone who invests in Canada obviously has too much money, and must be made to pay for those who don't work.
