Because of Iran/Contra? That doesn't really fit my definition of corrupt. Or incompetent. Compared to Junior George's escapades, it went off without a hitch and very little in the way of blow back. Except, of course, it was illegal and if a lot of the details were known at the time, the public would have been really upset.

I don't claim that Baker, in particular, is the most moral and ethical guy I know of. He isn't. He is the one who bears the greatest responsibility for Dubya being elected in the first place. Under normal circumstances, I would be booing and hissing if he were to get any authority. I won't because he and his cohorts are the only hope we have of getting out of a whole long list of situations without getting torched. Baker, Gates and the rest of Poppy's band of pirates know what bipartisanship is and they can recognize when the car has left the road and and crashing through barriers that say "Warning: cliff up ahead". It is sort of like when David Duke of the Klan was running for governor of Louisiana against a convicted felon(maybe that was later), Edwards. You saw bumper stickers all over Louisiana that said "Vote for the Crook, It's important". Sometimes you grasp whatever reed there is and worry about the stains later.
