The mini will probably be Core 2 Duo by Jan at the latest. I never got the impression that Apple really wanted to use 32-bit parts (it was a step backward from the G5) but the timing and availability of 64-bit Intel parts forced the choice and will make life a bit unpleasant for developers over the next several years in supporting dual- (32-bit at a minimum) or quad-binaries (PPC-32/PPC-64/IA-32/IA-64) but such is life.
