Maybe. But Baker and his crew have experience in dealing with Iran. The report that Baker and Gates produced is supposed to suggest the Elroy Solution. In other words, Kurdistan, Shiastan and Loserstan. The latter two are easy, the first one much harder. Kurdistan would take getting Syria, Iran and Turkey on board. They might come on board if the US gives up interest in Shiastan and takes Kurdistan as a protectorate, thus guaranteeing borders.
