To a great extent intervention was more of a problem than a solution. I'm not saying wise intervention couldn't have made things better, but what we actually got was a lot of foolish intervention. Raising tariffs, raising income taxes, restricting trade, controlling prices, destroying food when people where hungry, etc.

But there also were global factors that were out of any individual leaders hands.
