An interesting quote in the first NY Post article that you posted a link to:

"Unless I find out differently, it looks as if the Treasury has created a way to duplicate the Fed's power. And that is a disturbing possibility unless it is somehow monitored."

The U.S. Treasury at least is a legal entity within the Federal government where as the Federal Reserve is an unconstitutional bank-owned entity that sets formal monetary policy for the U.S.. It seems to me that the Fed is the one that needs monitoring.
