What do you make of Bush's use of signing statements so frequently, almost 7 times more than Clinton so far, on bills passed by a Republican Congress?

That there is an ongoing battle over the exact limits of presidential powers. Such battles have happened before but I don't think the signing statements where used frequently by anyone before Reagan. Before that other tactics where usually used. (Including, vetoes, and simply not accepting the parts of legislation viewed as unconstitutional, without making a signing statement)
