As Chairman of the committee he can prevent things from getting out of committee. Depending on who is in conference committees, some cut might creep in there.

Can Rangel block tax cuts if all Republicans and some Democrats vote for them?

As I understand it, a lot of the tax cuts (including the Estate Tax) have sunset provisions. Unless they're renewed, they lapse and we go back to the way it was before.
