War making, in the US, primarily is controlled by the Executive branch, of which Pres. Bush is still the leader. The revised congress soon to be formed in January can only cut off funds. That is about its only recourse to stopping intervention in Iraq. And, the Democrats have said many times over, they will not cut off funds. They will still continue to support the troops. Don't over catastrophize changes in political leanings in the US.
