I'm fairly sure you're wrong about this. Volume of 65nm NOR will be low. Having a faster roadmap for as far as it concerns process nodes allows them to bid on longer term contracts they otherwise wouldn't get. It does not mean however that the by far biggest part of their NOR volume doesn't come from fab capacity that isn't necessary for cpu or chipset production.
