Except they can't do that. It is written into the constitution that the gasoline taxes collected go into the road fund and said fund can only be spent on new roads, bridges and maintenance. Period. Now, more money can be allocated, but in practice that only rarely happens.

Have seen exactly that taking place in Sweden (and in Germany) for years. Now from 2007 a new anti crowding tax is imposed for any driving into Stockholm. All (or actually "most"...) of that income will be used for road construction only around Stockholm. This was decided by the new non socialistic administration against any pre election promises. The red/green opposition makes a big noise because nothing is targeted at public transportation infra structure.

But, at the end of the day - and I guess they know that - the existing funding of those road construction programs will be reduced in lieu of the new city entry car tax and used elsewhere. So here we have the red opposition just putting up an act.
