Your problem is you believe the rightwing media. The fact that the GOP congress failed to carry out oversight doesn't mean no high crimes were committed, it just means they weren't investigated. Two simple facts, fair market conditions had almost nothing to do with energy prices doubling and Halliburton getting billions in no-bid contracts on Cheney's watch. And those are two areas where he had enormous power and control. Remember back in 2000 Cheney was not just the VP nominee, he was the de facto head of the Petroleum Institute and the Bush campaign was extremely close to Enron which had just led a 30 billion dollar looting of the west coast of the US. That was not just electricuty but every type of energy all in collusion.
