Yes you would have to severely reform social security or replace it with another program to achieve the same goal (or in theory just drop it but that isn't on any important political group's agenda).


I do wonder how the transition from an income tax to a national sales tax could be managed.

It might be difficult but not impossible, or not something that would create so much harm as to warrant shelving the idea.
