The very process of a vote would lend support to the ideas of federalism or independence for the three major factions. * As I have said though... we will never allow such a vote to take place, because it would be a huge political embarrassment for us. That, and we already have a very good idea how the vote would turn out, from polling on this exact question. * IMO though, I think your example percentages are off a bit. More likely results would be closer to these: Shiites --- 70%+ for 'leave'. Sunni --- 90%+ for 'leave'. Kurds --- 85%+ for 'stay'.
