Perhaps a windfall profit tax on the Saudi Arabian oil company to pay for rebuilding Iraq? Or as long as Iran pursues nuclear technology the UN could impose 50% tariffs on companies that do business with Iran, and the proceeds could go toward rebuilding Iraq? Plenty of options out there if you think creatively...

You think money solves this? Is it really that simple?
