Perhaps a windfall profit tax on the Saudi Arabian oil company to pay for rebuilding Iraq? Or as long as Iran pursues nuclear technology the UN could impose 50% tariffs on companies that do business with Iran, and the proceeds could go toward rebuilding Iraq?
