yes, maybe he could have. But when holding onto power becomes your prime objective, then you aren't thinking about others. You are only thinking about yourself. Power has gone to the Bush administration's head and we're seeing the results of that. BTW, I spoke with my mom, Dad, and brother after the elections. We all have been die-hard Republicans all my life. Every one of my family members said the same thing: I hope this sends the Republicans a message. You can't do what you want when you are in power. You have to do what the people want...at least in America. Made me feel good, because I know that our Democracy is still strong and that we still have THINKING Americans on both sides of the aisle, not blind and deaf sheep who follow others to the slaughter. As long as we have that, then all of our problems can be solved.
