It was not implemented by the Bush administration, the Bush administration lied to go to war for personal profit. In fact, the Bush administration did everything it could TO PREVENT democracy from taking hold by putting into place an occupation government and refusing repeatedly to allow for democratic elections.

By the time such 'elections' were held, the civil war was already raging and the time for a natural democracy was long past.

In fact, the Bushies are now thinking about how to install a pro-Bushie strongman, Allawi comes to mind, which is as far away from implementing the ILA as you can get.

Remember the Bushies pushed and pushed and lied and lied in order to get the US and the UK into this war. They couldn't wait any longer because they couldn't let the inspectors PROVE there weren't any WMDs. Without WMDs there was no slam dunk and no war.

That's why Bush put 200K troops on the border, demanded that Saddam give up WMDs he KNEW he did not have and then whined about how hot it was going to be in the summer so the troops had to go NOW.

Also remember that the Bushies had originally planned to put US military governors in each province. They also planned for a 3000 person embassy in a country 1/10th our size and 14 permanent bases.

This isn't the ILA's promoting of democracy. This is making Iraq into the 51st oil-rich state.

THAT's reality. The rest is just spin.
