Most large organizations I know are still deploying XP. I would find it hard to believe 20% of large organizations would go whole hog on Vista in the next 12 months.

I agree! But, keep in mind that this is CDW, a Microsoft Gold Partner and Large Account Reseller (LAR). They have an incentive to toot their own horn in advance of the release, and it shows in the article. Although the exact method of polling is not divulged, my guess is that the results are skewed by polling of parties with a bias of interest in Vista news.

From the article:

Twenty-one percent of survey respondents are currently using or evaluating a Windows Vista pre-release version. Of those having direct experience with the software, just 9 percent have formed a somewhat unfavorable or very unfavorable opinion about Windows Vista. Fully 70 percent of users/evaluators express somewhat favorable (56 percent) or very favorable (14 percent) impressions.

If Apple had 9% unfavorable responses from direct experience with a pre-release, what would they do? That number seems like it should have been the headline. Only 14% were impressed. Looks to me like the response was luke warm!
