I met poor people, sometimes three generations of them, who lived in public housing. Their children were taught life stategies that included getting public housing, the right number of kids to have to maximize welfare and how it was better NOT to have the man living with them to make it easier to get. I heard all this discussed while doing repairs on the public housing units.

That's exactly what I am meant. Since public housing, Section 8 vouchers were created where the person finds their own housing and the gov't pays a portion of the rent. Other things that reinforce poverty........dysfunction and addictions that are passed down from one generation to the next. Sadly enough, a good portion of the current generation of poor is due to the 100 years of racism this country experienced after the Civil War. And we haven't even begun to talk about the whites in Appalachia and Kentucky.
