Though I don't think law enforcement really goes all out to nail dopers so the potential penalties are kinda theoretical.

There real, but unusual. If you happen to be one of the unlucky ones slammed than they aren't theoretical.

I wonder how much actually IS spent on the so-called "war on drugs?" At all levels, local, state and federal? I don't know, but I'd guess it is probably more than the value of drugs in the country. If governments would just BUY the drugs at street prices, I betcha it would save a bunch of money, and provide employment for the dealers.

EDIT: Just to prevent people from telling me why this won't work, I already know that. It was a tongue in cheek proposal.
