Lying in the SOTU speech . Required by the Constitution. An official duty. Can't lie on duty.
Violation of UN Charter (a treaty). Forbids pre-emptive war except in emergency situations. Constitution requires us to honor all treaties we are part of.
That brings us to March of '03. Only 3 more years worth of charges to look for.
